St. Kitts & Nevis Crowned Champions at Inaugural ANOCES U23 3×3 Basketball Tournament

The inaugural Association of National Olympic Committees of the OECS (ANOCES) U23 3×3 Basketball Tournament concluded successfully on May 17, 2026, at the Multipurpose Sports Complex in Tortola, bringing together six nations for two days of exciting competition, regional camaraderie, and sport development.

Team St. Kitts and Nevis emerged as champions of the tournament after an impressive showing throughout the competition. Saint Vincent & the Grenadines secured second place, while host nation British Virgin Islands claimed bronze in front of an enthusiastic home crowd.

Final standings were as follows:

Adding to the excitement of the tournament, Amarlee P. Glasgow was named winner of the ANOCES U23 3×3 Basketball Tournament Shootout Competition.

In addition to the on-court competition, ANOCES and the BVI Olympic Committee (BVIOC) hosted specialized referees and coaching training clinics – funded by Olympic Solidarity and supported by the Caribbean Basketball Confederation (CBC)- from May 14–16 aimed at strengthening technical capacity across the region.

The referee training programme, which trained 8 local and regional participants, was led by Puerto Rican Angel Luis Martines Báez, a FIBA Certified 3×3 Referee Instructor, while Brazilian Luca Ramirez de Carvalho, a FIBA Certified International Instructor for 3×3 Coaching, conducted coaching instruction sessions for 8 participants.

The fast-paced games were then refereed by the clinic participants and FIBA certified referees Jorge Garcia and Sonia Maldonado.

In attendance at the tournament were Mr. Dennis Knight, Panam Sports Board member and President of St Kitts & Nevis Olympic Committee, Mr. Glenville Jeffers, ANOCES Treasurer and Secretary General St Kitts & Nevis Olympic Committee, Mr. Cliff Williams, ANOCES Board member and Secretary General, Antigua & Barbuda Olympic Committee, Ms Velica Augustin, Secretary, CBC and Mr. Usie Richards, board member of FIBA and Treasurer of FIBA Americas.

President of ANOCES and the British Virgin Islands Olympic Committee, Ephraim Penn, praised the success of the event and the collaborative regional effort behind it.

“The ANOCES U23 3×3 Tournament represents an important milestone for basketball development in the OECS and demonstrates what can be achieved through regional collaboration,” said Penn. “We are proud not only of the high level of competition displayed by our young athletes, but also of the investment made in training coaches and referees to strengthen the future of the sport across our member territories. The BVIOC was honoured to host this historic inaugural championship.”

ANOCES and the BVIOC also extended sincere appreciation to the Local Organising Committee, chaired by Eustace “Boss” Freeman, for their dedication and hard work in coordinating and delivering a successful regional championship.

The successful hosting of the tournament was made possible by the installation of an official, FIBA-approved, 3×3 basketball court and equipment procured through the efforts of Mr. Richards and Camilo Romero, Manager FIBA Americas 3×3 and donated by FIBA Americas. The court, which meets international competition standards, was donated in support of the continued growth and development of 3×3 basketball in the BVI and the wider OECS region.

The tournament formed part of ANOCES’ broader Sports Competitions Programme focused on youth development, regional integration, and expanding access to internationally recognized sporting formats such as FIBA 3×3 basketball. Live coverage provided by Panam Sports Channel in collaboration with 284 Media, enabled audiences throughout the region and internationally to follow the tournament action and support their teams.

ANOCES and the BVIOC expressed gratitude to all volunteers, sponsors and partners whose support made the tournament possible, including Panam Sports, the Government of the Virgin Islands Ministry of Tourism, Culture and Sustainable Development, the BVI Tourist Board, and Powerade and Coca-Cola products distributed by Road Town Wholesale Ltd.

ANOCES 3×3 Basketball Tournament Set for May 16–17, 2026 in Tortola

The Association of National Olympic Committees of the OECS, in collaboration with the British Virgin Islands Olympic Committee (BVIOC), is proud to announce the staging of the ANOCES U23 3×3 Basketball Tournament, scheduled for May 16–17, 2026, at the Multipurpose Sports Complex in Road Town, Tortola.

This highly anticipated regional competition forms part of ANOCES’ Sports Competitions Programme, supported through a partnership with Pan American Sports Organization, which is contributing funding toward accommodation, meals, and ground transportation for participating teams. The initiative underscores a shared commitment to strengthening sport development and expanding competitive opportunities across the Eastern Caribbean.

Six teams are currently confirmed to compete in the fast-paced and globally recognized 3×3 format governed by the International Basketball Federation (FIBA).

Participating countries include British Virgin Islands, Saint Kitts and Nevis, Dominica, Saint Lucia, Saint Vincent & the Grenadines and Grenada.

In preparation for the tournament, ANOCES will collaborate with the Caribbean Basketball Confederation and FIBA Americas to deliver referee and technical training workshops, ensuring the highest standards of officiating and event coordination. A Local Coordinating Committee, organized by the BVIOC and chaired by Eustace Freeman, Executive Director of the Recreation Trust and President of Sports Vision Academy, is overseeing on-the-ground organization and execution.

President of ANOCES and the BVIOC, Ephraim Penn, emphasized the broader significance of the event for the region:

“This tournament represents more than competition – it is an opportunity to foster unity, develop our young athletes, and strengthen the bonds between our member National Olympic Committees,” said Penn. “Through initiatives like this, we are creating pathways for excellence while promoting the Olympic values of friendship, respect, and solidarity across the Eastern Caribbean.”

The BVIOC encourages basketball enthusiasts and the community to attend and support this premier sporting event. Tickets are available now at $10 for adults and $5 children under 13 at the Multipurpose Sports Complex and RTW, Pasea Estate or $15 at the door for adults $5 for children under 13.

ANOCES announces Panam Sports NOC Strengthening Programme

The Association of National Olympic Committees of the OECS (ANOCES) is pleased to announce that it has reached an agreement with Panam Sports in respect of the Panam Sports NOC Strengthening Programme effective 2026. 

ANOCES President, Ephraim Penn, has expressed his satisfaction with the work that his Executive has undertaken regarding the initiative that was presented to Panam Sports President, Mr. Neven Ilic, last year.
 
“We are confident that the initiative will contribute greatly to the benefit of the young people of the subregion. The programmes will help shape successive generations who will represent our members at the regional and international level multisport Games and individual sport Championships of the respective International Federations,” Penn said.
 
The three major Programmes are as follows:

Sports Competitions Programme
This programme supports the organization of sports competitions proposed by ANOCES for Athletics, 3 x 3 Basketball, Beach Volleyball, Swimming and Table Tennis.

Coaches Education Courses Programme
This programme is focused on coaches’ education and development through training courses.

Methodologists Support Programme
This programme is designed to strengthen the work of the sport methodologists who are already assigned, actively supporting the National Olympic Committees (NOCs) within ANOCES, ensuring that they also provide dedicated assistance during regional and continental competitions.
 
The Executive Committee of ANOCES has agreed the allocation of the grant funds from Panam Sports for the aforementioned sport competitions. These allocations will be disbursed to the host National Olympic Committee to defray their competition organisational expenses for athletes and officials including accommodation and meals, ground transportation, trophies and medals, meals for competition officials, venue preparation/rental, and other related costs.

Ephraim Penn Elected President of ANOCES

Ephraim Penn, the President of the British Virgin Islands Olympic Committee (BVIOC), was elected as the new President of the Association of National Olympic Committees of the Organisation of Eastern Caribbean States (ANOCES). Penn’s election took place on the afternoon of Friday, 18 October 2024, during the General Assembly of ANOCES at the Sandals Beaches Resort in Providenciales, Turks and Caicos Islands.
 
Penn’s election to this prestigious position underscores his outstanding leadership in regional sports development and his unwavering commitment to the Olympic movement. Under his guidance, the British Virgin Islands has seen significant advancements in both grassroots and elite sports, and his new role with ANOCES is poised to elevate his influence in shaping the future of sports across the Eastern Caribbean.
 
Penn expressed gratitude for the confidence placed in him by the member National Olympic Committees (NOCs) and emphasized the importance of regional collaboration to strengthen the Olympic movement. “I am honored to serve as the President of ANOCES, and I look forward to working closely with my colleagues in the Eastern Caribbean to advance the development of sports, support our athletes, and further promote the Olympic ideals,” said Penn. “Together, we will build a stronger, and more unified sports community in the region.”
 
Leadership Team Appointments
In addition to Penn’s election, the General Assembly saw the appointment of Dominica’s Billy Doctrove as Vice President of ANOCES also serving as President of the Dominica NOC. The Assembly also re-elected former Executive Members: Keith Joseph (General Secretary), also serving as SG of the St Vincent and the Grenadines NOC, Glenville Jeffers (Treasurer) also serving in the same position for the
St Kitts and Nevis NOC, and Cliff Williams (Committee Member) who also sits as the SG of the Antigua and Barbuda NOC.
 
The continuity of this experienced leadership team is expected to provide stability and momentum as the organisation works toward achieving its goals for the future of Eastern Caribbean sports.
 
Strategic Meetings
ANOCES also set its course for future planning with a meeting to be held in Panama City, Panama, from November 12 – 14 2024, where the Centennial of Centro Caribe Sport (CCS), formerly the Central American and Caribbean Sports Organisation (CACSO), will be celebrated. This will serve as pivotal moment for ANOCES members to discuss and map out the organisation’s strategic priorities moving forward.
